I'm torn on the order of the first three but for penultimate episodes from best to worst:
1)309 2)109 3)609 4)209 5)409 6)706 7)509

The penultimate episodes are so hard to rate. I know I'd have 609 1st and 509 last, but I'd have to really think about the rest. I do agree with konradsmith about 709 being better than 409 though. It was a deeper and more emotionally impactful episode for me. The Iceland stuff was some of the most beautiful scenery they have put on screen too.

I'd rank it lower than Blackwater (narratively perfect episode) and The Rains of Castamere (which has the best GOT scene ever). Higher than Baelor, Watchers on the Wall and Battle of the Bastards. A looot higher than Dance of Dragons. Not a fan of that one.

Anyways the formula of the penultimate one having either the biggest setpiece or shocking moment has been shaken up a lot since s4 and s5. Especially this season where we got the massive scale battle in the midseason. So I don't know if these eps. can be compared along the same lines as the penultimate eps. in the first three seasons could be. Now there are bigger moments interspersed throughout the season more organically instead everything building up to one single gut punch. So while the ep. still had a gut punch in Viserion's death that was built up to throughout the earlier eps, so much else has happened that it didn't feel like s2 or s3 which were wholly dependent on only one episode landing.

I bet I'm the only person on the forum who prefers 509.
Still haven't rewatched though, so not sure if I prefer it to 409. There's never been a bad episode 9 though, so it's not like this means it sucks.
Edit: Or penultimate episode, I should say.

8/10
Tyrion and Dany scene was good. Planting the ideas here and with Jorah and Jon about a baby.
Winterfell scenes were solid too. Especially the one with Brienneand Baelish. Rivalry feels a bit forced between Arya and Sansa whene Arya must know Sansa was a prisoner at that time.
Some good interactions between our Squad. Tormund/Hound, Jorah/Thoros and Beric with Jon.
Jon and Dany scene was okayish but I just could without him calling her "Dany" and it looked like he was dying. But then again dialog was somehow in parts weaker.
Fight scenes were good and dragon dying well expected but still sad.
Some things were off Gendry running to Eastwatch and then Dany in the blink of an eye saving them, Jon trying to be a hero, Hound throwing rocks and inviting them.
Overall a very good episode but definitely not the best or worst.

There's quite a big drop between 409 and 706 for me. (referring to my rankings) I re-watched 409 recently and one thing I really loved about that episode is how much they made you care for the lesser known characters like Pyp and Grenn. They were technically there to be red shirts but I felt for both of them when they died. Ghost got some screen time, Jon and Ygritte's last scene was so sad, then there was that amazing shot of the Giant shooting the giant crossbow through the guy on top of the wall. So badass.

Plus Grenn's death is still one of the coolest on the whole show. Not like Benjen's.

I personally don't care that much about Benjen (I doubt we ever see him again in the books), but I think Viserion's death will be just as memorable.

While 6x09 is definitely more cinematic and badass than 4x09, as an episode I prefer 4x09 more because it's not so predictable tbh and the battle itself has fewer flaws. As a battle I obviously prefer BotB because it's cooler.
4x09 6x09 3x09 2x09 7x06 1x09 5x09
